Structure of NGOs in Bahrain
Just like when you incorporate a company in Bahrain, a foundation must also meet specific requirements to be registered. These mainly cover the number of members and the creation of the management board.
Here is what you need to know if you set up a foundation in Bahrain:
- There is no minimum or maximum number of members required for an NGO;
- However, it must have a board of directors comprised of 5 to 9 directors who can be selected among the founding members;
- The directors must have Bahraini residence permits (if they are foreigners) or they must be Bahraini nationals.
Once the structure is established, the foundation can be registered and even obtain a fundraising license.
The fundraising license for foundations in Bahrain
It is important to note that it is not mandatory to obtain this authorization when opening a foundation in Bahrain. As its name says, it is required if you intend to raise money to fulfil its purpose.
The fundraising license is issued by the Ministry of Social Development, in accordance with Resolution No.7/2006. There are two types of permits foundations can obtain:
- the cash fundraising permit;
- the license to collect in-kind donations.
The license can be used for creating activities that enable the foundation to raise money. Some of the following actions are allowed with this license.
- charitable activities;
- ceremonies and galas;
- competitions, including matches, sports contests;

- money boxes installations.
The application for the license is filed with the NGO Support Department and implies preparing several documents.
